In recent and developing legislation, California’s Child Welfare Continuum of Care Reform report 2015 and AB403 states that Group Home providers will provide the highest level of care and supervision, offering immediate access to an array of services tailored to meet the need of the individual child and the family.

Group Home providers will be required to have the capacity to transition youth to home-based family care settings.  This means active, consistent delivery of culturally congruent, evidence informed services.

We have been developing support services for the Human Service industry since 1999 bringing you the knowledge and procedures, practices and means to manage the requirements set down by CDSS.
We are prepared to assist you in the new legislative mandates being presented in AB403.  We have developed the TIC/EQ© program to move your workforce in the right direction to meet the certification standards mandated by the Department of Health Care Services.


“Sanctuary trauma” is that which occurs when an individual who suffered a severe stressor next encounters what was expected to be a supportive and protective environment” and discovers only more trauma.

In our industry “Sanctuary Trauma” happens when a youth comes into your facilities expecting help, understanding, and comfort but instead they find rigid rules, humiliating procedures, conflicting and often disempowering methods, and inconsistent, confusing, and judgmental explanatory systems This “sanctuary trauma” occurs as a result of acute and chronic workforce/labor stress.   What causes the stress is organizational burn out, having to work with higher needs children and a lack of training in proven service models to meet the needs of the children and their families.  

The result for the client is “sanctuary trauma” while the result for providers, caregivers, and management is a collective kind of trauma as they cease to fulfill a fundamental social role, which is that of containing anxiety in the face of the trauma experience of the client or youth we are supposed to serve (Sandra Bloom, 2000).

The State recognizes the theory of “sanctuary trauma”; how it manifest in the group home, and its effect on the client.  The new mandate that will go into effect with increased requirements for caregivers in 2016, and is designed to eliminate the outcomes of sanctuary trauma.  

Our TIC/EQ© service model has identified the required training standard/s and we’ve developed an online platform to bring direct and individual training to your caregivers.  
Caregivers are introduced to Emotional Quotient (EQ).  Emotional Quotient is defined as our emotional intelligence.  EQ is what helps your caregiver communicate clearly, lead others, and build powerful relationships with children and their family, as well as in their personal life.  The development of EQ will eliminate anxiety and assist them to become effective in the care and supervision of the children and families they serve. Caregiver EQ development provides them the capacity to transition youth to a home-based family care setting meeting the requirements of AB403.

Trauma Informed Care (TIC) has been recognized throughout the country as evidence supported theories and practices to assist the caregiver in reducing trauma related behavior and the effects of the “trauma experiences” our clients live with daily.
